Abstract

Passage of controversial legislation in divided government in unimaginable in today's politics. This thesis seeks to explain why a Democrat-controlled Congress authorized the 1991 Gulf War resolution advocated by President George H.W. Bush. This thesis finds that the outcome of the vote was a product of its time. A broad ideological center, moral decision-making, and respectful deliberation among members of Congress facilitated passage of the resolution.
