Abstract
This paper will aim to give a brief history of immigration policy towards Africa, then determine the economic impact of sub saharan African Immigrants on the American economy as a share of the immigrant population and then give policy implications as to how immigration policy should be adapted in order to meet its objectives of diversification while achieving economic goals. The paper will attempt to determine empirical factors which influence the success of immigrant groups (Sub Saharan African) upon arrival in the United States, and evaluate the immigration policies in place to determine a more optimal system of preferred lottery. As of November 2016, there are 4.4 million people currently on the waiting list.
